CK requests corrected side by side and clarity on proposed curriculum: Hi Allan, I hope your new year is off to a good start. In the course of reviewing the proposal for changes to the MA Hebrew and Judaic Studies program, it appears that the submitted side-by-side document does not show the correct curriculum for the current program (the left side of the side-by-side). The "current" program should show what is currently registered with NYSED. The last NYSED approved curriculum change for this program was in 1998, when the concentration in Museum Studies was added. That proposal is attached here for your reference. As you'll see, the proposal format and documentation requirements were different back then, so there isn't a side-by-side in that proposal that matches the current format of the side-by-side. The proposal does, however, specify what the structure/requirements of the program and the concentration are, so that information can be entered into the current format side-by-side. Some notable differences between what appears in the submitted version of the side-by-side and the registered 1998 curriculum: the required course for both version of the program ("Problems and Methods" vs. "Recent Developments") the total number of concentration credits (and overall degree credits when the concentration is taken) courses required for the concentration (none specified in the 1998 curriculum) internship (credited vs. non-credited) Could you please submit an updated side-by-side to reflect the last registered curriculum, and an updated NYSED program change form that addresses all of the proposed curricular changes, so that we can continue our proposal review? In the program change form, make sure to describe and provide a rationale for each of the changes if they do not already appear in the previously submitted change form (the rationale for the internship changing from 4 to 0 credits should be substantial). Attached is a Word version of the side-by-side with OAPRA comments providing guidance on what needs updated (if possible, please submit side-by-side docs in Word format, as converting to Word from PDF can sometimes result in formatting issues). Once you submit the updates, the remainder of the proposal review should go relatively quickly as we are already familiar with the proposal. Warmly, Carina |

Allan Corns submits requested updates: Ok, I didn’t have this document previously so could only go by what was currently in the bulletin which clearly had drifted a little. I have fixed the side-by-side and tweaked the NYSED form to correspond with these updates |

Hi Allan, Thank you for your patience as we reviewed the submitted proposal materials. We have some feedback on the proposal that needs to be addressed before moving forward with the proposed changes. See below for a summary of our feedback on the proposal materials and see attached documents for specific in-line comments, suggested revisions, and clarifying questions (make sure to view "all markup" to see all revisions). When sending us your updated proposal materials, please make sure to accept or reject our suggested revisions as appropriate, and make sure all comments are addressed (either by making the suggested revision that appears in the comment, or responding to the comment, if appropriate). Summary of proposal feedback: Change rationale for overall program changes: We added/revised language in this section to clarify the changes being made to the existing curriculum. If the suggested revisions are accurate, please accept them, or update as appropriate. We have added some language re: the addition of "The Jewish Community: Classical Institutions", identifying it as a current elective that will become a required course. If this is not accurate, please reject that addition (if the course is brand new/never previously offered, please send the syllabus). Change rationale for concentration changes: We significantly updated this section to capture the changes that have taken place since this program's curriculum was last approved. We based this on information available in the current proposal, last approved proposal, and current Bulletin. Please review this section thoroughly to ensure that what we have drafted accurately captures the current curriculum and the curricular changes. Internship: You will need to provide a strong academic rationale for changing from a 4-credit to a non-credit internship. A rationale for this change might speak to a reduction in time and/or assignments spent on the internship, a focus on experiential learning, improved flexibility and accessibility, etc. Some additional considerations when drafting the rationale: The internship was previously a 4-credit course, and in the side-by-side is identified as a non-credit, non-course program requirement. It's the norm for internships to be classified as a 0-credit course if it is a required component of the program and there is a significant time commitment required. A 0-credit course might allow for better tracking of internship completion, including any academic components of the internship. A non-credit, non-course internship is often optional rather than required, and may not be accurately tracked when not attached to a course. The structure of the internship is up to you, but we wanted to flag this as an item for consideration so that this change proposal accurately reflects the curriculum as program leadership would like it to be. Course descriptions: Please include descriptions for the required museum studies courses (or if they are brand new/never offered, send the syllabi). Side-by-side curriculum: We made a few edits to accurately display last registered and proposed curricula. Please correct if needed. Please let us know if you have any questions. |

CK contacts Allan C to confirm internship details; Allan confirms "non-credit": Hi Allan, I hope you're doing well. We are working on preparing the MA Hebrew and Judaic Studies program change proposal for NYSED, but need to confirm one additional detail re: the required internship. Is this a 0-credit internship, or non-credit internship? A 0-credit course is something that students would register for and would appear on the transcript (and allows for any school or department level tracking associated with registered courses). A non-credit requirement that is not associated with a course is a program requirement that would not require student registration and would not appear on a transcript. We want to be sure we are fully articulating what the updated version of the internship requirement looks like in this program so NYSED has a clear picture of the student experience in the revised program. Warmly, Carina |

CK confirms Allan response & notes that OAPRA will connect with LIU: Hi Allan, Thank you for confirming this detail. We are finalizing the proposal for submission to NYSED. Before we send it to NSYED, we will send it to our contact at LIU; because there is a dual degree with LIU's Library Science program, we will need their institutional sign-off so that the registration for that dual degree can be updated. Warmly, Carina |

TW contacts LIU (Beth Wilkow) for sign-off on multi institutional dual degree with their MS Library Science; Beth responds same day with signed form: Dear Beth, Hope you're doing well. It's been a couple of years since we last connected when we worked together on the previous NYU/LIU dual degree program. NYU is proposing revisions to our stand-alone MA Hebrew and Judaic Studies program. As you know, this program is also offered as part of a dual degree program with LIU's MS Library Science. Therefore, we require LIU's review and sign-off on the attached change application in order to submit the revisions to NYSED and update all instances of this program. Could you please add the name, title, and signature of your institutional signatory on page 3 of the attached PDF (marked as page 1 in the NYSED application)? Please let us know if you have any questions. We look forward to hearing from you. Regards, Titilayo |

CK finalizes proposal; TW submits proposal to NYSED; CK notifies school: Dear Colleagues, Please find attached a program change proposal from New York University for the MA Hebrew and Judaic Studies (SED 08172). This change also applies to a multi-institutional dual degree with Long Island University (SED 30854). We look forward to hearing from you. Regards, Titilayo |

Ellen Stevens (NYSED OCUE) sends proposal feedback (response deadline June 10): The Office of College and University Evaluation at the New York State Education Department has completed an initial review of New York University’s proposal for a change to the MA in Hebrew and Judaic Studies. More information is needed to continue our review of this proposal: Since the last registration action for this program was in 1998, please provide the following: Program schedules for each program option (i.e., general and Museum Studies concentration) Faculty table showing assignments for core requirements We ask for this information to ensure the program continues to meet the requirements for graduate level study pursuant to Section 52.2(c)(8) of Commissioner’s Regulations and to keep on file in case of an audit. Both the general program and the museum studies concentration include elective courses as part of the core curriculum; however, it is not clear from the materials submitted what courses can be taken to fulfill this program requirement. Please provide a list of possible electives which fulfill the program’s elective requirement. If the electives for the general program are not the same as those for the museum studies concentration, please notate any differences. In a review of the Inventory of Registered Programs (IRP), we noticed that the Hebrew and Judaic Studies program is listed as a component of two multi-award programs not listed on the application: SED Program Code 32243: MA Education and Jewish Studies and MA Hebrew and Judaic Studies SED Program Code 25182: MPA Public and Nonprofit Management and Policy and MA Hebrew and Judaic Studies Will proposed changes to the Hebrew and Judaic Studies program affect either of these dual degree programs? If yes, would the University like to update the IRP record for each of these programs? As a reminder, the University may withdraw these multi-award programs from the IRP entirely. We are happy to discontinue the program as part of this registration action. Also, we were unable to find any information on dual degree program 32243 on NYU's website. Is this program still being offered? It appears the stand-alone program, MA Education and Jewish Studies (32244), was discontinued in 2024. Please let us know if 32243 can be discontinued so that the IRP accurately represents the programs offered by the University. We ask that the above issues be addressed within 30 business days (Tuesday, June 10, 2025). Responses may be returned to me by email. The Department will deny registration of the proposed action (pursuant to §52.1(l) of Commissioner’s Regulations) if a satisfactory response is not provided within 30 days. The application will not be retained. If the Department denies registration, a new proposal may be submitted at a later date when compliance with all standards can be demonstrated. Sincerely, Ellen _____________________________________________ Ellen Stevens, Associate in Higher Education New York State Education Department Office of College and University Evaluation 89 Washington Avenue, Room 960 EBA Albany, New York 12234 (518) 486-1596 ellen.stevens@nysed.gov |

CK sends NYSED feedback and OAPRA guidance to Allan Corns: Hi Allan, I hope you had a good weekend. NYSED has responded to the MA Hebrew and Judaic Studies change proposal with a request for some additional information. NYSED noted that, since the last registration action for this program was in 1998, they are requesting to see the following, to ensure the program continues to meet the requirements for graduate level study, and to have on file in case of an audit: Program schedules for each program option (one for the general program and one for the Museum Studies concentration) OAPRA guidance: We have included some guidance in comments in the attached document. Make sure each term, if under 12 credits (which is the minimum required for a program to be registered as full time), shows additional student academic work that makes the semester equivalent to 12+ credits. Faculty table showing faculty assignments for required courses (this would include all of the required course options, e.g., when students are required to choose between HBRJD-GA 1004 and HBRJD-GA 1005, or to choose 2 out of 3 Museum Studies courses - include all of those course options) OAPRA guidance: Make sure this table is filled out in its entirety for existing faculty for required courses (we have included the NYSED table for "faculty to be hired," but you need only fill that out if applicable to required courses in this program). We have included some guidance in comments in the attached document. A list, with brief descriptions, of possible electives that fulfill the program’s elective requirement OAPRA guidance: Please include 7-10 options for the 21-26 general elective credits, and 3-4 options for the 8 Museum Studies elective credits. We have included some guidance in comments in the attached document. Attached is a template document for your use in responding to this request, which includes guidance in the comments. Please complete and send back to us by Wednesday, June 4. Let us know if you have any questions. Warmly, Carina |

CK checks in w/Allan Corns re: registered dual degrees and status of response to NYSED feedback: Hi Allan, I hope you're doing well. In addition to the previously sent NYSED feedback on this proposal (response deadline today, 6/4), there is an additional item we need to confirm for NYSED. This program currently has a registered dual degree with a program that has been discontinued (the dual degree program was registered with NYSED before they changed their requirements for registering dual degrees). The discontinued program is the MA Education and Jewish Studies. We do not see this dual degree advertised on the GSAS website, so we are checking to confirm that the dual degree MA Education and Jewish Studies/MA Hebrew and Judaic Studies has also been discontinued. Warmly, Carina |

Allan C responds to CK inquiry: I just got this info back yesterday. Setting short deadlines for these things is problematic as you sent this at an extremely busy point in the year. I hope the attached gives you what you need And certainly the dual degree no longer exists since one of the degrees no longer exisists |

CK reviews submitted response. Assessment shared w/TW in google chat below: The faculty table is incomplete. NYSED requested "Faculty table showing assignments for core requirements"; our request to GSAS was for faculty info for all required courses (we included a note that for the Museum Studies concentration, where students select 2 of 3 specific courses, they should include the faculty info for all 3 of those courses). The faculty table they submitted does not include any Museum Studies courses - it includes required and elective Hebrew and Judaic Studies courses. Let me know how we should proceed. |

CK prepares draft email for TW to send to Allan C: Allan, I'm stepping in for Carina on this, and I wanted to follow up on the faculty table you're completing for NYSED's feedback on the MA Hebrew and Judaic Studies change proposal. Thank you for working with the relevant faculty and program leadership on this. I noticed that some of the requested information is still missing from the faculty table. The response should include the faculty info for all required courses, including the Museum Studies concentration courses (e.g., the three courses from which students select two). While the person who completed the table did a great job of including faculty for elective courses, they neglected to include the faculty information for the required (or elective) Museum Studies concentration courses. Please note, you only need to include faculty info for those three required Museum Studies courses, not for any of the Museum Studies elective options. If any of the faculty who teach these three required courses also teach any of the electives that appear in the submitted electives list, you're welcome to include that detail in the faculty table. I've already requested an extension from NYSED for the response deadline. Just so you know, we can request an extension at any time if a deadline proves to be unattainable. Please send us the updated form with the missing information by Tuesday, June 24. Best, Titilayo |
06/10/2025 |
Allan C responds to TW message: And what if I can’t make that deadline? |
06/10/2025 |
TW provides guidance to Allan: If you can't make the deadline, please let us know as soon as possible. As I mentioned before, we can request an extension from NYSED if necessary. The sooner we know about any potential issues, the better we can work to find a solution. |
