After these items are modified, including the distance education form, it should hopefully be ready to be submitted to NYSED. Please either send them a previously submitted distance education form from SPS or copy and paste the text from the responses that need major revision.
05/08/2024 CK sends SPS feedback on proposal: Hi Ionelee, Thank you for your patience while we reviewed the AAS Hospitality and Tourism new program proposal. I am writing to update that we have completed our review. Overall, the proposal is in fairly good shape, but please see below for a summary of our feedback, and see attached documents for specific in-line comments, suggested revisions, and clarifying questions. Please make sure to accept/reject suggested revisions as appropriate, and make sure all comments are addressed. Summary of notes: Program format: It's unclear from the content of the proposal whether you plan to offer this program both entirely in person and entirely online. We've noted a few places where this ambiguity shows up. Where appropriate, please update to clarify. Distance Ed form: Please review the NYSED application for the SPS program MS Financial Planning, registered in 2021 (final version submitted to NYSED attached). This proposal overall is a great example of how the Distance Ed form should be filled out, and it is also clearly articulated in that proposal that they will offer that program both fully in person and fully online. Also a good example for enrollment projections in the NYSED new program form and the Distance Ed form. Course Sequence/Program Schedule: Please confirm a Spring term start, and if so, add rationale for Spring start (if Spring start is not required, update to reflect Fall start). Confirm courses are marked appropriately (LAS and Major). Confirm/update term credit totals (total, LAS and Major). Confirm/update program credit totals for each credit type (total, LAS, Major, Electives). Curriculum List: Please select only one CIP code. Course Descriptions: This doc has all the courses needed, but just wanted to note similar feedback on this for future reference - it could be helpful for our proposal review, and for NYSED, to have the course descriptions broken down into categories such as (depending on the structure of the program): major requirements, major elective options, concentration requirements, concentration options (LAS descriptions are rarely needed, but if you include them, then a section for them as well). Not necessary for this proposal, unless you would like to. Syllabi: For new undergrad programs, we're required to submit syllabi only for new and required courses, so these are the ones we reviewed (great to have the others on hand if needed). The syllabi we reviewed look good, but all share one issue - they link out to the grading breakdown. I took a peek at the recently submitted MS Entrepreneurship and Leadership proposal and it looks like you made this update in those syllabi following our feedback to the proposal that was reviewed at the GPC meeting; please make the same update to these syllabi. Faculty Information: Please include the position title and rank and provide a contingency plan for if the faculty is not hired by the stated date. 05/23/2024 CK provides guidance on electives: Hi Ionelee, Thanks for reaching out for clarity on that point. In general, "major electives" are somewhat restricted - they are courses directly related to the major (programs can implement this in a variety of ways, e.g., in a 45 credit MA program, you might say "students take 12 major elective credits; they can choose any course that is offered within the major" or "students must choose 1 course from list A and 2 courses from list B," etc.). A student in a hospitality and tourism program would be required to take a course (of their choosing) identified by the program as being major-related to fulfill the major elective requirement. "General electives" are free electives - no restrictions on the elective topic, program, department, school, etc. (the only restriction might be that grad students can't take an undergrad course and vice versa). A student majoring in hospitality could take a general elective in philosophy to fulfill their general elective requirement. It doesn't look like you have any general electives in this program (which is completely fine), but correct me if I've misunderstood. For the sample plan of study/program schedule, all major requirements and major electives should be marked with an X to indicate they are major related. If there are actually some general electives - the NYSED table doesn't have a column to identify them in each term, but you should include the total number of credits at the bottom of the table. 05/30/2024 CK provides guidance on credit totals: Hi Ionelee, For the sample plan of study, the major category can include both core courses and major electives. As the program doesn't include any general electives, the total for "electives/other" can be 0. For context, what NYSED is looking for in the sample plan of study is to confirm the necessary minimum of liberal arts credits and to get a sense of the proportion of major courses vs general elective courses (NYSED doesn't have articulated minimums or limits on the proportion of major courses and elective courses, as the proportion can vary quite a bit depending on the degree type and kind of program; as an Applied Associates degree, it makes sense to have few or no general electives in this program). We have worked with the departments to incorporate your excellent feedback and address all requested revisions. I do want to note that additional modifications have been made to this edition of the NYSED application for the AAS in Hospitality Management. "Section 5. Program Contents and Requirements" includes an update to the proposed liberal arts core to more accurately reflect the planned core curriculum for the SPS Division of Applied Undergraduate Studies. 07/03/2024 CK checks in with SPS to finalize proposal: Hi Ionelee, Thanks as always for your patience as we complete our review of proposal materials. The proposal for the AAS Hospitality Management proposal is very nearly ready for submission to NYSED, but there are a couple of last items that need to be confirmed/updated. In the application for the program overall (not the distance ed form), the program is referred to as "All program requirements can be completed fully in person, fully online, or with a mix of in person and online coursework," but in the distance ed form when it asks what proportion of the program will be offered in Distance Education format, your response is 75%. We can go forward with one of the below options, let us know which is accurate. If the program can be completed fully online, the distance ed app should say 100%. Alternatively, if it cannot be completed 100% online, the language in the program application should be changed as follows to reflect this: "Most program requirements can be completed online with some in-person requirements or fully in-person with no online requirements." In the Distance Ed application, section V, question 3, part of the response specifies health administration. Absolutely fine to use the same language across proposals, where it makes sense to, but it looks like this may be a copy/paste error. Can you please provide updated language specific to hospitality management? See below for the question and response, erroneous text highlighted in yellow: How will the evaluation process assure that the program results in learning outcomes appropriate to the rigor and breadth of the college degree or certificate awarded? Answer: The evaluation of the degree begins with an analysis of whether students are meeting the program learning outcomes, and how mastery in each of the course learning outcomes help students reach the program learning outcomes. To ensure that the learning outcomes are appropriate to the rigor and breadth of the program, the outcomes will be assessed annually in a four-year cycle based on an assessment schedule. These outcomes are subject to review by expert faculty and experienced practitioners to ensure both professional and academic rigor, breadth, and depth. Faculty will collect and evaluate course artifacts to measure competence of each program level goal and student learning outcome. Student learning outcomes for distance learning courses will be the same as for an in-person course. Students are required to meet consistently high standards regardless of instructional modality. The program goals and learning outcomes were designed so that students must be able to demonstrate the ability to apply the techniques of health administration. Upon successful completion of the program, students will have the requisite knowledge and competencies to enter the health administration industry and begin a career. In addition to reporting annual student learning outcome assessment results, other program metrics will be reviewed each year, for example, student enrollment, course evaluation, graduate satisfaction. More information is needed to complete our review of this proposal: The HEGIS code 0508.00 (Hotel and restaurant management) was proposed for the Hospitality Management program. However, as this is an Associate-level program, we would typically expect a HEGIS code from the 5000-series. (Codes from discipline divisions 0100 through 4900 are generally utilized for baccalaureate and graduate programs.) 08/28/2024 Hi Erica, Thanks for checking on this. There is no publicly available NYSED documentation that provides this guidance/expectation. It is likely that NYSED has shared this guidance in the past as all current NYU associate degree programs have 5000 level HEGIS codes, but it does not appear to have been incorporated into any of NYU's internal guidance materials, as associate level degrees are not frequently added at NYU (the last new one was in 2003). We'll add this guidance to the NYSED forms downloaded from the OAPRA website in the near future so that any school proposing an associate level degree is aware of the HEGIS code guidance.
