JS reaches out to Steinhardt with feedback: Hi Joyce and Lindsay, Thanks again for sending along these revisions. I am writing to let you know that I have completed my follow-up review of this proposal. Please see attached for the documents with a few remaining in-line comments/questions for your review, as well as suggested edits for your approval. Lastly, I wanted to provide further clarification on the pathways vs. concentration component I mentioned earlier.From NYSED's perspective, the term concentration (as Steinhardt has chosen, pathway) is a term usually used to identify a collection of courses students arerequiredto complete in order to complete a registered degree. These can be listed on the transcript. Traditionally, the term “pathway” or “track” is used for a recommended set of courses students can, but do not have to complete, in order to complete the degree. These cannot be listed on the transcript. After reviewing your proposal and our discussion, it appears you would like to register theserequired pathwaysas a part of the curriculum, and potentially list them on student's transcripts. Please let me know if you have any questions. |

Joyce responds, submitted revised documents: Hello Jesse, Thank you for the detailed feedback. I've attached the following documents: 02 Narrative components for NYSED form (Word) 05 Course Sequence (Word) 06 Faculty Table (Word) 08 Curricular Requirements Form (Word) Regarding concentrations/pathways: our decision to use the term pathways was made with the intention of distinguishing them from official, registered concentrations. Students will select a pathway, by advisement, and will then complete 12 credits from a recommended set of courses. The program director would like the flexibility to make future modifications to the pathways, and we understand that these pathways will not be printed on students' transcripts. Narrative: we accepted your edit about all students selecting a pathway under advisement. Course sequence: The sequence is applicable for all three pathways. We have indicated this on the document. Curricular Requirements Form: edited as requested. Faculty Table: For the faculty to be hired, we've modified the courses to be taught as we don't currently know what the instructional needs will be at the time of the faculty's hiring. We've put the date September 2026 because budgets have already been approved for the upcoming academic year and it will take time to conduct the search. This will not impact students in the program as all courses taken in the first year are already covered by existing faculty. |

per chat w/ TW, JS reaches out to Joyce re: the pathways component: Hi Joyce, thanks for sending along these revised documents. Regarding the pathways: in order to highlight flexibility and student choice, and to keep the door option to modify these in the future as you have outlined, I recommend making some edits around this area. Since the proposal as written indicates that the pathways are indeed required, NYSED will stipulate that they be registered as official concentrations. As a result, future changes to these pathways may require subsequent submissions to NYSED. I am therefore proposing to modify the 12 credit requirement currently fulfilled by the required pathways in the proposal. In order to meet the goal you described, we will need to change this area to 12-credit electives, and add the following note: students may take any of the following courses or courses approved by advisement or students may select one of the pathways outlined in the proposal to meet identified areas. In the marketing and advertising of the program after approval, there should also be no mention of a "required" pathway. In the interest of time, I can make these edits myself across the documents and send over for your approval, but I wanted to first confirm that what I have proposed aligns with Steinhardt’s vision for this curriculum. I look forward to hearing from you. |

Meeting notes: BM Music Education Mtg re: “Pathways” vs “Concentrations” Attendees: JS, CK, TW + Lindsay Wright & Joyce Yin Clarification of what “concentration” means for NYSED, and how to create flexible concentration-like pathways - OAPRA suggestion to create them as pathways rather than concentrations For NYSED, concentrations are registered and represent a required curriculum Pathways would not represent a required, but optional curriculum - students can be strongly recommended to join a pathway, but also allowed to design their own (much of this will be about advisement) TW add’l guidance: changing concentration title doesn’t trigger NYSED approval (but school should track it internally for future reference), but change to curriculum would trigger NYSED approval Steinhardt is trying to move away from concentrations, but does have some programs with concentrations Joyce Yin: clarifying that the proposed “pathways” aren’t 12 specific credits, but students choose from a list of courses This program is trying to meet changing needs in the program by offering the pathways The list of courses in a pathway might change depending on shifting needs Under advisement, it COULD be possible for students to select a course outside the articulated list Next steps: JS offers to make all relevant changes to proposal docs to update to “pathways,” send to Steinhardt to confirm |

Kelly Keegan of NYSED provides feedback: Hello, I have completed a brief initial review of the BM- Music Education in Communities new program proposal. I am assisting Ellen Stevens and Sara Eveleth in this review. More information is needed to continue our review of this proposal: The proposal indicates that the Program Purpose “will uniquely prepare visionary artist-educators to work with diverse populations, with a focus on music-making outside as well as inside the classroom, teaching and facilitating, entrepreneurship, and community engagement. The curriculum will not lead to teacher certification... The proposed program aims to educate tomorrow’s artist-educators, leaders, and entrepreneur emphasizing diversity, interdisciplinarity, and impact. Graduates of the program will be prepared to act as changemakers, innovators, practitioner-scholars, and policymakers in communities, schools, and performing arts institutions worldwide.” This proposal has several assets; however, the curricular focus is quite broad. I am requesting further information on who the targeted audience is for this proposed program, as well as the specific objectives and scope of the proposed program. As written, the program includes several courses which are indicated to be education methods courses (under the heading of Required Education and Communities courses), and one in-school observational practicum (TCHL-UE 5 Field Observations in Schools and Other Educational Settings). The program offers three optional pathways: Music Education Entrepreneurship and Technology, Music in the Classroom, and Teaching Music in the Community. However, the intention of the program is not to offer teacher certification. Programs which offer pedagogical coursework working with students in the P-12 sector should lead to either initial or professional certification. If students will not be eligible for certification after completing the program, what is the intent of the pedagogy, methods, and practica courses? In looking at the NYU Department of Music webpage, I note that the only Music Education program currently accepting applications is the doctoral program. Please provide more evidence and/or justification for the creation of this BM program given the pause in the BA, MM, MA, MM and ADVCERT programs in the Department. Regarding the proposed program faculty, 4 out of the 5 faculty members have education-focused terminal degrees (Music Education, Teaching and Learning/Early Literacy, English Education, Literacy Education). Please provide more information on how the Education focus of the majority of faculty aligns with the proposed program goals, objectives, and outcomes. We ask that the above issues be addressed within 30 business days (Friday, July 12, 2024). Responses may be returned to me by email. The Department will deny registration of the proposed action (pursuant to §52.1(l) of Commissioner’s Regulations) if a satisfactory response is not provided within 30 days. The application will not be retained. If the Department denies registration, a new proposal may be submitted at a later date when compliance with all standards can be demonstrated. |

As you can see in the below email, NYSED has responded with feedback, and has given NYU a response deadline of 07/12/2024. Steinhardt has let me know that due to staff outages this month (including one of our liaisons, as well as the faculty member working with them on this feedback), the 07/12 deadline is no longer feasible. Steinhardt is requesting a revised deadline of the end of July. Therefore, in Titilayo's absence, would you be able to reach out to NYSED (Kelly Keegan, per the email below) requesting a new deadline of 07/31?
