TW teaches out to Pete Voltz of Tandon: Good morning Pete, I hope you are doing well. I am reaching out for a status update on your progress with the KAIST arrangements. Here are the latest developments as I understand it: Minors - moving forward with arrangements beginning fall 2023. Pete is working with the Registrar and associates to finalize tracking arrangements for "exchange" students. Bachelors - Tandon is working on submitting a program change form to OAPRA for the Bachelor of Technology Management (BTM) program. There are no other bachelors programs under consideration. The goal term/year to receive its first students is _____? Masters - Tandon was given the green light to move forward with the Master of Technology (MOT) program in December. (attached). The goal term/year to enroll its first exchange student is ____? Doctoral - There were no doctoral arrangements under consideration. I have received word from Libby that Courant is moving forward with doctoral discussions. Were you aware? Would you have sometime to discuss the status of the KAIST arrangements further? Either tomorrow or early next week. We'd like to understand where you are in this process and how we may assist you moving forward. |

Pete responds to TW: I'm copying Oded Nov (department chair) and Bohdan Hoshovsky (Program Director) in the Technology Management and Innovation (TMI) department at Tandon. Oded has been working with Libby Perkowski on the Kaist Arrangement, and Bohdan is working on the BS program updates. I think it would be good if we can all meet together. I've looked at the calendars, and it looks like perhaps 4pm tomorrow might work. Can everyone just reply and indicate if that is ok? I also just spoke to Sara-Lee Ramsawak, our Global Programs person, and she told me that the minors are pretty much set, and Kerry Barrett is working on getting about 10 Kaist Students registered at this point. I can share a bit more when we meet. |

Tandon and OAPRA meet to discuss proposal, TW summarizes: Thanks so much for meeting with us today on such short notice. Here is a summary of our understanding: Minors - Students are enrolled in few minors beginning fall 2023. Bachelors - Tandon is working on submitting a program change form to OAPRA for the Bachelor of Technology Management (BTM) program. The goal is to begin enrolling in spring 2024. Bohdan will send the revised side-by-side and a few sample course syllabi for the BTM program to Alex and Titilayo by the end of next week. If you need additional time, please do not hesitate to let us know. Our goal is for Pete to submit required NYSED proposal materials to OAPRA no later than early July of this year. Masters - Tandon is hoping to move forward with spring 2024 enrollment. Students will be staying within the Tandon's transfer credit allowance of 9 credits. Doctoral - OAPRA and Pete will connect in the next couple of weeks. OAPRA will either (1) share the MOU with Pete or (2) request Libby to share the MOU with Pete, prior to execution. |

Bohdan Hoshovsky (Tandon) writes to TW and AF, attaching documentation: BTM Side-by-side UNDERGRADUATE PROGRAM REQUIREMENTS COURSE CURRICULUM for BTM BTM Syllabi samples: MG-UY 2024 Management of Business Information Systems and Data Technology MG-UY 3224 Management Science MG-UY 3304 Introduction to Supply Chain Management MG-UY 3404 Innovation Management MG-UY 4404 Entrepreneurship MG-UY 4504 Global Perspectives on Technology Management A Capstone Project Course At this time we are awaiting nonMG-UY course syllabi. As a reference, I include TW Notes_Table A_gapropoposal-absolute(1)DrHmodrev02 which has the table (also included separately) which we were looking for... Also, as a caveat please note the formatting might look different on your computers. Also if you wish to make comments, please feel free to use Track Changes on the MS Word docs. I look forward to your kind analysis, comments and advice of the enclosed docs + next steps! |

AF instructs JS to complete syllabi review, as well as reconciliation check among submitted documents (deadline of 06/09), specifically: Check that all of the courses reflected in the graduate program requirements form are reflected on the provided Table A and side-by-side. Check that the LAS credits align between all three documents: I have checked and have confirmed that there is a tagging method that has been explained within each of the three documents. Provide a summary as to whether this is compliant or not If you see anything that is confusing or doesn't pass the sniff test, please also summarize your questions and recommendations. |

JS completed review: Syllabi Review: All syllabi use identical language regarding credit integrity: “students will meet 2x a week for one hour and fifty minutes for 15 weeks (including Final) for this 4-credit course for a total of 3,000 minutes.” When calculating, this in fact adds up to 3,300 (220 mins per week * 15 = 3,300). Please review and clarify this calculation. Several syllabi had issues with other criteria i.e. bibliographies, final grade determination, prerequisites, and assignments. Please revised based on where a “N” is present in the spreadsheet, which indicates missing criteria. For prerequisites (missing in Introduction to Supply Chain Management): this should always be included, if there are no prerequisites for a course please list “Prerequisites: N/A” or similar language. Assignments section (missing in Management Science): should briefly describe the nature of assignment instead of simply listing them. Basis of Final Grade Determination (missing in Management Science, Entrepreneurship, Innovation Management): this should include ranges of letter grades, i.e. “A: 100-90,” etc. Bibliography (missing in all courses except for Management Science): please list reading materials in bibliographic format The Undergraduate Program Requirements form lists many courses as “new:” please clarify if they are a) brand new courses, or b) simply new to the program. This will impact the syllabi that need to be reviewed - any courses new to the University must be reviewed, as well as revised syllabi. Reconciliation across Documents: The Undergraduate Program Schedule and Side-by-Side list “Advanced Seminar, the 3rd req’d writing course for all Tandon majors / or meet Tandon TCS Dept approval/equivalence,” this is missing from the Sample Schedule. Please review and confirm that there are 3 required writing courses for this program. General Notes on LAS Language and Compliance: There are Inconsistencies regarding total number of LAS credits: Undergraduate Program Requirements: 52, Side by side: 60, Form A: 63/51 Please review LAS designated courses across these three forms and review/revise so that there is consistency across all. Additional Line-by-Line Issues to be Addressed: The Undergraduate Program Requirements form lists a 50% requirement for Liberal Arts and Sciences requirements (LAS) on page 3 - 60 out of 128 is the correct calculation. Use of Python in Program Requirements Form: There is a course called “Introduction to Programming and Problem Solving” that is listed as an LAS course, however, the description also lists the use of the Python programming language: per regulations, courses in specific programming languages typically do not count towards LAS requirements. Please confirm this course fulfills LAS requirements. Undergraduate Program Schedule, Senior Fall Semester, Free Elective: this is noted as fulfilling LAS requirements, but “free electives” listed elsewhere in the proposal documents are not highlighted as LAS requirements: please revise and clarify. Highlighted sections across Undergraduate Program Schedule: please confirm that green highlights refer to compliant LAS courses, while other highlights refer to LAS courses that are not confirmed to be compliant. Program Requirements Form, page 1, science electives: please confirm the “7 credits” component of this requirements. This section requires completion of two out of the three science groupings listed (Chemistry, Biology, and Physics). However: if a student were to choose Chemistry + Biology, this would total 8 credits - not 7. Is Physics required, and then students choose between Biology and Chemistry? Please advise and confirm. Program Requirements Form, page 3, free electives: please advise in what circumstances a free elective course would be 3 vs. 4 credits. Prerequisites in Sample Schedule: these are all blank, please review and revise. “New” column in Sample Schedule: the courses listed as “new” in the Program Requirements Form are not listed as new here: please review and advise. Again, OAPRA will need a distinction between courses that are new to the program vs. new to the University. Side-by-Side, page 10: the key lists a Tandon requirement of “minimum of 24 credits in Humanities and Social Sciences.” Please clarify how this fits into the overall requirement of 128 credits. It may be helpful to have a breakout “HuSS Requirements” section in the proposal. It is unclear, for example, how a student would complete HuSS requirements in the courses listed in hte Undergraduate Program Requirements form. The Undergraduate Program Requirements lists one elective, Side-by-Side lists 2: please confirm correct amount of required HuSS coursework. |

AF responds to JS's review: See my final revisions below. A general note, frame your review as questions and requests for clarification. Remember you are addressing very senior people at the university. Some overall questions first: How did you calculate the credit totals to ensure that what the school reported as the total is an accurate reflection of the info they provide? By hand or did you use an excel spreadsheet? I would recommend doing it in excel and just listing the credits in a column next to the course titles. LAS Tab: I am not sure how things are lining up on the LAS Tab? Please make it clear how the credit totals for each column were calculated including credits; and where are the discrepancies from document to document (it should be clearer to see which requirements are lining up, perhaps use fills to show where requirements are starting and stopping). Please do a last revision before the end of the day so we can get this out. Good work! Revise to include course numbers whenever course titles are listed Syllabi Review: All syllabi use identical language regarding credit integrity: “students will meet 2x a week for one hour and fifty minutes for 15 weeks (including Final) for this 4-credit course for a total of 3,000 minutes.” However, 110*2*15 = 3,300. Please clarify the discrepency. A few syllabi were missing NYSED required criteria. Please review to attached spreadsheet (syllabi review tab) which indicates the missing criteria with a “N.” Below we have provided some guidance on the outstanding requirements: Prerequisites (missing in Introduction to Supply Chain Management): this should always be included, if there are no prerequisites for a course please list “Prerequisites: N/A” or similar language. Assignments section (missing in Management Science): should briefly describe the nature of assignment instead of simply listing them. AF-->Revise this guidance, an exam is an exam, no explanation required, however, please clarify whether the method of assessing achievement was included. Basis of Final Grade Determination (missing in Management Science, Entrepreneurship, Innovation Management): this should include ranges of grades, Ex A: 90-100; B 80-89...etc or P/F--you should use exact guidelines from tip sheet when available. Bibliography (missing in all courses except for Management Science): please list reading/course materials. Bibliographic format preferred. NYSED considers new courses to be courses that have yet to be offered at NYU. Please clarify which, if any, of the listed courses meet that standard. Reconciliation across Documents: The Undergraduate Program Schedule and Side-by-Side list “Advanced Seminar, the 3rd req’d writing course for all Tandon majors / or meet Tandon TCS Dept approval/equivalence.” Please confirm that MG-UY 4504 Globl. Perspt. Tech Mngmt (Capstone) fulfills this requirement. LAS Credit Total Calculations: Please clarify the differences in listed LAS requirements across the different forms. For a comparison of what is included in each document, please see the spreadshet (LAS Breakdown Tab) Below are the calculations we came up with: Undergraduate Program Requirements: 52 Side by side: 60 Form A: 63/51 LAS Course Identification Please confirm the color coding highlighted on the Undergraduate Program Schedule: green highlights refer to compliant LAS courses; yellow highlights refer to LAS courses that are not confirmed to be compliant; please clarify purple? Use of Python in Program Requirements Form: There is a course called “Introduction to Programming and Problem Solving” that is listed as an LAS course, however, the description also lists the use of the Python programming language: per regulations, courses in specific programming languages typically do not count towards LAS requirements. Please confirm this course fulfills LAS requirements.--As in my last email, would you indicate which of the LAS reqs seem to be out of compliance. It's fine if this is the only one, just confirm. Free Elective (Undergraduate Program Schedule, Senior Fall Semester): This is noted as fulfilling LAS requirements, but “free electives” listed elsewhere in the proposal documents are not highlighted as LAS requirements: please clarify. Please advise in what circumstances a free elective course would be 3 vs. 4 credit (Program Requirements Form) Additional Points for Claificaiton Science electives (Program Requirements Form): This section requires completion of two out of the three science groupings listed (Chemistry, Biology, and Physics) for 7 credits. However, if a student were to choose Chemistry + Biology, this would total 8 credits - not 7. Is Physics required, and then students choose between Biology and Chemistry? Please clarify. Prerequisites (Sample Schedule): please confirm there are no pre-reqs or add pre-reqs as appropriate Side-by-Side, page 10: the key lists a Tandon requirement of “minimum of 24 credits in Humanities and Social Sciences.” Please clarify how this fits into the overall requirement of 128 credits. Doesnt the ** indicate how these are broken out? Did you check and the numbers didn't add up? Confirm that you have checked the key and confirmed the key is in alignment with the program requirements. |

JS responds: Please see here for the updated spreadsheet. I've made the following changes: I've added credit columns to show total credit requirements between the three documents (the total number is consistent across each). LAS tab: I've added credit columns here as well, to show the discrepancies for total LAs requirements between these documents. I've also added a new first column called "course area" to better organize what types of LAS areas these courses fall into. All calculations for credit totals were done using formulas in the Google Sheet. I hope this is more helpful! |

AF reaches out to Tandon: Thank you for your patience. Below this email I have provided our review notes of the documents that you provided. We have also generated an excel spreadsheet to help us track document reconciliation and necessary revisions. Please review and let us know if you have any questions or if you would like to schedule a meeting to discuss. Once we receive revisions and clarifications from you we will compile a final program change proposal for you all to review and approve and we will send it to NYSED. I foresee these final steps being a quick process on our end. Thank you for your hard work and attention to this! |

06/28/2023 |
AF, JS, and Bohdan meet to discuss OAPRA feedback. Tandon to revise documents and re-submit based on meeting discussion |
07/20/2023 |
AF writes to Bohdan to check-in on status of revisions: I hope that you're doing well. I wanted to check in on the follow up work on this program proposal. It is very important that we get it to NYSED as soon as possible so that we can get timely approval. Please let me know if there is anything we can do to help you wrap up final edits. |
07/20/2023 |
Bohdan responds: Right before I left on holiday, I redid the 4year BTM table plan from a MSWord table into an Excel spreadsheet, as the MSWord table was too problematic and it was difficult to reconcile the credit totals and now it informs the other documents. Now that I have returned I have also begun to work on the other documents and hope to have everything in your hands for a followup review soon. |
07/26/2023 |
Bohdan reaches out to AF: Thank you for your patience and I hope this email finds you well. Please note that as discussed at our prior meeting of 6/28, I am including all updated files which reflect what I believe we discussed. I encl pdfs of the tables as they may format differently on your end. If all is well, I can change the file names to remove "draft" for NYSED. Please note that as we discussed in our meeting, no syllabi are attached, as all of the courses are running and therefore are by NYSED and OAPRA not new. However I have addressed with Tandon Registration concerning your All syllabi use identical language regarding credit integrity: “students will meet 2x a week for one hour and fifty minutes for 15 weeks (including Final) for this 4-credit course for a total of 3,000 minutes.” However, 110*2*15 = 3,300. Please clarify the discrepancy. Our numbers, based upon the NYU WSQ 4cr start and end time blocks, plus only 1x 2 hour final exam session comes to 3000. Also it was pointed out to me that 3000 minutes is the minimum and we can exceed it... I will have the math when we meet for a follow up. Please note that I am not including 2022.04_NYSED General Academic Change Form because as we discussed there are no changes for me to be made there. Is there anything else which needs to be enclosed at this time? If there are any changes to be made, please advise - as well we can have a quick meeting as we did with you, Jesse and Aric, last June 28th. Please advise. |
07/27/2023 |
AF instructs JS to complete review of revised documents: This is a top priority. I would like you to do a follow up review to ensure that all of our proposal feedback was incorporated into these revisions. Pay careful attention to the reconciliation between documents and the LAS credits. Please complete by 3 PM tomorrow. Thank you! |
07/27/2023 |
AF writes to Bohdan, confirming receipt of documents and notes that OAPRA will complete next review by 07/28 |
07/28/2023 |
JS completes next review: I am happy to report that these latest revisions resolve the LAS inconsistencies from earlier submissions - across all three documents (program schedule, side-by-side, program requirements), I have calculated 60 LAS credits (this is also explicitly written out in the docs as well), so we are compliant on that front. Furthermore, the other credit totals (major requirements, total credits for the degree) are reconciled across the documents. I have also completed another reconciliation check for these documents for all other items, including course names and numbers across documents. Please see attached for the updated spreadsheet. For the most part, the feedback we provided to Tandon via email has been incorporated. Please see below for some additional notes: Undergraduate Program Schedule: we had feedback that there are no prerequisites listed in this document. These are still missing - I imagine some courses do have prerequisites, for example the writing and math sequences taken in the first semesters. Syllabi: as we had discussed in our last meeting, we won’t be submitting syllabi for this proposal, as Tandon has indicated that no courses are new to the university. However: some courses are listed as “new” in the undergraduate program requirements form - Tandon should confirm, they may have simply forgotten to erase these. In the Undergraduate Program Schedule: whereas we usually see an “x” to denote LAS, major requirements etc., Tandon has input the number of credits for the course here. I am not sure this is an issue but wanted to mention it (I’m assuming this was done to easily calculate LAS credit totals) The science sequence is listed as “science electives,” even though these are in fact required courses - perhaps the language should be changed to reflect this? Concentrations: there are not separate program schedules for the two different concentrations, rather, there is one schedule with “or” options to indicate which course is taken depending on concentration. I believe this is fine, but wanted to mention it. The EXPOS-UA 1 HUSS1 Writing the College Essay (as written in the Program Schedule) course is listed as EXPOS-UA 1 Writing the College Essay elsewhere (i.e. without the HUSS1 addition) “Global Perspectives on Technology Mgmt” is a capstone course: do we need to submit syllabus/more info on this, if it’s for an undergraduate degree? |

AF responds to JS, instructs JS to compile a PDF as follows: Generate a program change for (Office of Professions) and fill out as appropriate based on the information provided in the proposal. Note, that the narrative of the changes is explained in the additional side-by-side column. If there are any large scale changes that need to be added and described, please outline those in the narrative portion. I believe that we should have enough information that we don't need Tandon to contribute any more. Compile course descriptions from the provided syllabi and clarify the changes that have been made impacting each of those courses Remove the "new" notation on the undergraduate program requirements form Compile all into a finalized NYSED ready PDF We will send this to Bohdan detailing any of the changes that we made and requesting final review and approval for submission. Could you get this to me by noon or 1 PM today? Let me know if you have any questions or concerns. |

JS drafts narrative section for NYSED form, AF approves. JS asks the following clarifying questions: 1. Do we have language from Tandon on implementation/student impact? I can add something along the lines of "Tandon plans to implement these changes upon approval" or similar language but wanted to confirm. 2. I also just want to confirm the order of documents for the final PDF: PDF File #1: NYSED form > Side-by-side PDF File #2 (Curricular Attachments): undergraduate program schedule > undergraduate program requirements > course descriptions |
08/04/2023 |
AF responds: For 1, yes add that. For 2, #2: but the UG program requirements first the schedule then descriptions |
08/04/2023 |
JS compiles documents for final PDF, AF requests making the following edits: on the UG Program Requirements form, please remove the column for new and revised courses and please remove the CIP field at the bottom. JS revises and sends to AF |

AF writes to Bohdan: Thanks for your patience. We had to take a little extra time to build out the NYSED program change form and the curricular attachments from the documents that you provided and make a couple of small modifications (see below). We have double checked to ensure reconciliation across all documents in the attached PDFs. Please review and approve the attached finalized documents and we will send them to NYSED. NYSED Change Form: Narrative Section: we have generated a program change form and have provided a narrative summary of the changes outlined in the side-by-side. Implementation Timeline: we have added a note that the changes will be implemented immediately upon approval. Undergraduate Program Requirements Form: Based on our previous conversations we have removed any "new" course notations on the undergraduate program requirements form, in alignment with the fact that none of these courses are new to the university and we will not be providing NYSED with syllabi. If this was left for the version going to the registrar, we will include the original in our final internal documents. Course Descriptions: we have compiled course descriptions from the provided syllabi and provided notation on the changes that have been made impacting each of those courses |

Bohdan responds w/ comments based on AF's feedback: Thanks for your patience. We had to take a little extra time to build out the NYSED program change form and the curricular attachments from the documents that you provided and make a couple of small modifications (see below). We have double checked to ensure reconciliation across all documents in the attached PDFs. Excellent. Thank you. I trust everything adds up! Please review and approve the attached finalized documents and we will send them to NYSED. 0) Do the footers in the documents I provided matter? Please see my comments/q's/proposals below. NYSED Change Form: Narrative Section: we have generated a program change form and have provided a narrative summary of the changes outlined in the side-by-side. 1) Under Section I: General Information "Identify the program you wish to change", Credits, 128 is indicated, but as we discussed our pgm is 127 or 128crs - as intimated in the side-by-side (page 12/13 under old CS1124, new Free Elective 4/4) and indicted under Program Credit Total (old 127 new 127/128 page 13/13). Should this be further indicated/explained? 2) I would only propose one change under: 1. In a brief narrative explain the rationale for the changes: Current txt: Creation of Free Elective Category: The two course MG-UY 2004+MG-UY 3024 sequence is being combined into a single 4 credit course to reflect marketplace and career evolution of BTM graduates, and thus a new 4 credit Free Elective category is being created. A Free Elective is any NYU course graded A-F. Proposed txt (shown in red blw) for clarity: Creation of Free Elective Category: The two course MG-UY 2004+MG-UY 3024 sequence is being combined into a single 4 credit MG-UY 2024 course to reflect marketplace and career evolution of BTM graduates, and thus a new 4 credit Free Elective category is being created. A Free Elective is any NYU course graded A-F. Implementation Timeline: we have added a note that the changes will be implemented immediately upon approval. Agreed. 3) Understood, but I removed all X's under "Is this a new course?" in the Undergraduate Program Requirements Form I provided. I assume that the X indicating "Is this a Revised course" for MG-UY 4504 (page 2/3) should remain? Course Descriptions: we have compiled course descriptions from the provided syllabi and provided notation on the changes that have been made impacting each of those courses |

TW reaches out to NYSED for a status update |
10/25/2023 |
Ellen Stevens of NYSED responds to TW's request for status update: Thank you for reaching out. I hope all is well with you. The PhD in Statistics and Computational Social Science proposal has been approved; the registration email was sent out on Tuesday. I am unable to find any record of a proposal for the BS in Business and Technology Management. The only application currently pending for NYU is the MS in Genome Health Analysis (proposal # 2023-1579). Our records show that we did receive an application on 8/10/2023 from Alexandra, but it was for an MS Applied Urban Science and Informatics program. I will double check with our front end staff to see if we can ascertain what happened. Our apologies in advance if the mix-up was a result of something on our end. In the meantime, we would appreciate it if you could resend the Business and Technology Management proposal to OCUEREVAMIN; please copy me on the email. I will be sure to confirm receipt of the proposal and expedite the review. If you have any other questions or concerns, please let me know. |
10/25/2023 |
TW responds to Ellen: Dear Ellen, Thanks so much for responding so quickly. All is well with me, I hope you are also doing well. I am back from my leave and will be taking over submitting proposals on behalf of NYU. PhD in Statistics and Computational Social Science proposal - you are correct, approval was sent yesterday. It looks like we received the approval letter a few hours after I sent my email inquiry. Business and Technology Management - it looks like we mistakenly completed the professional form and submitted the proposal documents to the Office of Professions (opprogs@nysed.gov). I will forward the documents to OCUEREVAMIN; and copy you on the email. Please let me know if you would like us to redo the application using the General Academic form or if it is fine to send it as is. Thanks so much for all of your help. |

TW responds to Bohdan: Good morning Bohdan, I hope you are doing well. I have returned from maternity leave and have reached out to NYSED to follow-up on this proposal. NYSED has informed me they are currently reviewing the proposal and should have a response to us shortly. I will reach out to you as soon as I hear back. I expect to hear back before the end of this month. |
