AF completes proposal review: Hi Titilayo and Jesse, I have reviewed the NYSED change proposal for HCAT. The primary fix they need to complete is to re-orient their rationale away from the dual degree to the program overall. This is inline in the attached documents. Overall, changes are pretty simple. For the dual degree. I have reviewed their initial proposal. I think there's a bit of a judgement call that needs to be made. The proposed dual degree double counts 15 credits of work for two 30 credit degrees. This means students receive two masters for 45 credits This is toeing the line, in my opinion. The dual degree also pretty much wipes out the electives option for the HCAT program--students only take 1.5 credits of electives from that program compared to six previously. I don't think any of these are deal breakers, but may warrant a quick think before you reach out to them with the review and next steps. Last: Jesse, please confirm that the assessment went to Amy. |

Attached you will find the submission documents including inline comments with questions and clarifications, for your review. Please feel free to reach out with any questions. As an overall note, we advise re-orienting the rationale in the NYSED form away from a potential dual degree, and should instead focus on the standalone MS HCAT degree, since that is the degree for which we are submitting the proposal to NYSED. Thank you." TW responds: the second sentence is a bit long. I'd edit it to be more succinct. "As an overall note, we recommend removing any mention of a future dual degree and re-orienting the rationale towards the standalone MS HCAT degree only. Future plans for a dual degree can be considered but should not be included in this submission." |

Erica responds: Hi Jesse, Thank you for your review and comments. I'm hoping to get some clarity before proceeding. Our office submitted a stand alone program change application for the HCAT to OAPRA in May 2023. Following a consultation with your office in June 2023, we were told to rescind the Program Change Application submitted in May and to instead resubmit those proposed changes as a "Scenario 2" Dual Degree proposal with Modification of at Least One Existing Program. The program changes sought are indeed to make the dual degree program feasible for students. This is at the heart of the rationale for the program modification. Additionally, I see that your response is to our submission dated May 25th, instead of our resubmission dated August 9th. In light of this, how would you like us to proceed? Namely, should we await a review of our resubmitted documents in lieu of this one? And if not, how should we reframe the program change rationale as not to mention the reason for the change? We appreciate your advisement and will stand by for further direction. |

JS and AF meet to discuss Erica's email. JS summarizes for TW on 12/18: Hi Titilayo, I wanted to provide you with an update on this - as you know, I've chatted with Alex to confirm next steps/to clarify for Erica. SPS intends on creating a dual degree with two existing degrees: the MS HCAT, and the MS Human Capital Management. The dual degree relies on a modification to the existing MS HCAT - mainly, adding course equivalencies that count towards both degrees. Alex confirmed that we originally advised Erica that changes need to be made to the existing HCAT, in order to proceed with the dual degree - this is because the changes would be applicable to the program as a whole - meaning, not just the dual degree. Students in the standalone HCAT would also be impacted by the changes, and we do not want to create two separate groups of students with different requirements. I am happy to draft a response to Erica explaining this - I can advise her on what type of language to use in the rationale as well. Alex had proposed. for example, that the justification/rationale to speak to a desire for increased flexibility in the program for students. |

JS reaches out to Erica McGibbon, per TW's instruction: Dear Erica, Thank you again for your patience on this, I wanted to provide you with an update. First, I would like to truly apologize for the oversight and miscommunication from our office related to this proposal. To clarify, we will need to submit changes to NYSED for the standalone MS HCAT first, before processing the dual degree. This is because changes to the MS HCAT for the dual degree (i.e. adding course equivalencies) will also impact students enrolled in the standalone degree - therefore, the justifications for the changes will need to cover the standalone degree as well. Again, my apologies for this inconvenience. We will be reviewing the proposal documents and will provide you with an update based on our review. I hope you have a fabulous holiday break. |

We previously developed a proposal to modify the MS in HCAT as a standalone degree with the intention to then prepare the dual degree afterward, but we were redirected as you mentioned. If it would be helpful to provide that original submission to modify the HCAT as a standalone program, please let me know and I would be happy to resend. I remain as the primary contact for any revisions that may be required and will stand by for further direction from you. Erica sends revised documents for standalone HCAT. JS reviews, notifies TW: Hi Titilayo, I have reviewed the updated documents sent by Erica - she has addressed and incorporated our feedback, this appears ready for submission after your final review. As you will see in my initial feedback email, most of the changes were relatively minor and mostly clerical - the most substantial change we requested was to shift the focus of the rationale away from the future dual degree, and instead focus on academic reasons to justify the changes so that they will apply to the standalone program. Erica has done this in her updated rationale language in the NYSED change form. Once you approve, I will accept all of Erica's track changes to ready this for NYSED submission |
