07/17/2023 Per AF's request, JS confirms this proposal is still currently active and not in fact resolved. Proposal moved to "OAPRA NYSED Portfolio" channel accordingly
06/21/2023 Peter Tran of Tandon submits syllabi for advanced certificate
07/20/2023 JS completes a review of previously submitted/reviewed materials, including new syllabi - sends email draft for CUSP to AF, which includes syllabi compliance guidance, and a request to send the most recently updated forms/documents that CUSP has revised with OAPRA (NYSED form, rationale, side-by-side, etc.)
07/20/2023 AF sends JS's email draft to Peter Tran
07/28/2023 Peter Tran responds, confirms Tandon will review OAPRA's feedback. Peter also notes that CUSP has consulted with the registrar and NYU Tandon Graduate Academics to the OAC and the MS names, see below: CUSP-GX 5053 - Geographic Information Systems Civic Analytics, Urban Intelligence, and Data-informed Leadership > CUSP-GX 7043 - Civic Analytics and Urban Intelligence Urban Data Science > CUSP-GX 7013 - Introduction to Applied Data Science
08/09/2023 Peter Tran submits revised syllabi to OAPRA
08/10/2023 Danielle Hayes Wright of Tandon reaches out, inquiring what the anticipated timeline for approval may be for this proposal, as Tandon had anticipated a decision by 08/31/2023
08/10/2023 AF requests that JS complete written timeline of events for proposal from initial submission to present date (including all major dates of communication) prior to responding to Danielle. JS completes and sends to AF.
08/10/2023 AF reaches out: "We are still looking to receive the most up to date version of the NYSED proposal documents, as requested in our last email--we cannot move forward with a final review until we have those. If all looks good, we will submit to NYSED as quickly as possible. Unfortunately, we do not have control over proposal review and turn around time with NYSED. This is complicated by a slow down over the last 3 or 4 months on review time, which we believe is due to NYSED staff turnover or shortages. Consequently, I do not believe that August 31st is a realistic timeline. Pete Voltz has a lot of experience working with us on the NYSED review process and can also provide context."
08/10/2023 Danielle responds: "I believe Pete Voltz forwarded the materials in a previous email dated July 28th. We did receive confirmation of receipt of those items which were forwarded for NYSED review from Jesse. Please let us know if anything further is required, Thank you for your guidance. We appreciate it."
08/11/2023 JS reaches out to AF, clarifying that Danielle may be referring to documents sent by Pete for the MS Applied Science and Informatics - not the Advanced Certificate. JS drafts response, AF revises and sends to Danielle, requesting most recent NYSED documents reviewed by OAPRA
08/11/2023 Peter Tran sends documents to OAPRA
08/15/2023 Peter Tran reaches out to AF/JS, following up to inquire if additional documentation is needed
08/16/2023 upon reviewing documentation, JS locates rationale/overview of changes document in Google Drive from June 2022, meets with AF to discuss - JS sends rationale document to Tandon, asks for confirmation that it accurately displays changes, and if the document should be used in NYSED form
08/16/2023 Peter Tran responds, confirming document sent by JS is accurate and should be used in NYSED form. JS to review
08/17/2023 JS completes review of updated rationale document and syllabi, sends to AF for review. AF sends feedback to CUSP, suggesting meeting to do discuss syllabi in more detail
08/18/2023 JS reaches out to CUSP, suggesting meeting on Friday 08/25 - awaiting responds from CUSP
08/22/2023 meeting confirmed for 08/25 to discuss syllabi review/credit integrity
08/28/2023 per AF's instructions, JS drafts email to Tandon noting the recent increased scrutiny/feedback from recent NYSED proposals, may affect how OAPRA approaches reviews moving forward - meeting to be rescheduled (TBD)
09/11/2023 Peter Tran reaches out for a status update on rescheduled review
09/18/2023 Peter Tran reaches out requesting an update
09/20/2023 JS writes to AF, is the following draft OK to respond to Peter: "Dear all, Thank you again for your patience as we review this proposal. As mentioned previously, we have noticed an increased level of scrutiny and feedback from NYSED recently that may affect the way we approach syllabi reviews going forward. First, can you please confirm: are any of the courses for which syllabi have been submitted either a) new to the University or b) new to the program? If courses are brand new (i.e. have not yet been offered at NYU), then we will need to submit syllabi to NYSED. If courses are simply new to this program, then we will be able to submit course descriptions in lieu of full syllabi. However: we will want to ensure that they are detailed enough in their description of any changes in the proposal so that NYSED does not request additional information or documentation - for example, are the courses shifting modalities from in-person to online? We believe that this approach will put us on the best path to allow for a speedy NYSED review. Thank you!"
10/17/2023 per AAA, JS to review draft language, revise if necessary per discussion, send to TW and AF for review
10/19/2023 JS drafts response for TW and AF: "Dear all, Thank you again for your patience as we review this proposal. As mentioned previously, we have noticed an increased level of scrutiny and feedback from NYSED recently that may affect the way we approach syllabi reviews going forward. First, can you please confirm: are any of the courses for which you have submitted syllabi to OAPRA a) new to the University or b) new to the program? If courses are brand new (i.e. have not yet been offered at NYU), then we will need to submit syllabi to NYSED. However - If courses are simply new to this program, i.e. have been offered in the past, then we can elect to submit course descriptions in lieu of full syllabi. However: we will want to ensure that they are detailed enough in their description of any changes in the proposal so that NYSED does not request additional information or documentation. We also want to note that NYSED may still respond with a request to submit syllabi after all. Should this be the case, we should be prepared to submit syllabi so that we can ensure a timely NYSED
10/23/2023 TW approves draft, JS sends to Peter and other Tandon stakeholders
10/24/2023 Danielle Wright responds to JS Thank you for guiding CUSP's MS through this NYSED review process. We are submitting no new courses at the time but are submitting to align course titles. Peter Huu Tran submitted CUSPs course syllabi previously. Given the changes that NYSED may still want the syllabi, please let us know if this suffices.
11/01/2023 JS prepares proposal for NYSED submission, sends to TW
11/01/2023 TW submits proposal to NYSED
11/17/2023 NYSED reaches out w/ a clarifying question: The Applied Urban Science and Informatics program is currently registered with both the Standard (STD) and Distance Education (DSTED) formats. However, the program is described on NYU’s webpage as being “fully remote.” Is the program still being offered in both the STD and DSTED formats or is it only being offered online? If program requirements can NO longer be completed entirely in a standard (traditional) format, we will remove the STD and DAY formats from the IRP listing. Please clarify.
11/17/2023 JS reaches out to the CUSP team to confirm if the program is to be offered fully online
11/17/2023 Peter Tran and Pete Voltz respond to JS: Peter Tran: "Hi Jesse, If we remove the STD, will there be restrictions? In case an online advanced certificate student requires flexibility, and we have an in-person class that can serve as a substitute, would it be acceptable? I would like to suggest an option that offers us maximum flexibility, given that we are hoping to recruit more NYC municipal employees." Pete Voltz: "Is there any downside to keeping both options?"
11/20/2023 JS drafts response, sends to TW: Hi Titilayo, draft response below: this is based on NYSED's original feedback email, wherein the reviewer states that a STD format requires a student to be able to fully complete the program in the traditional format. "Hi all, While there is not a downside to maintaining both formats per se, we need to make sure that we are complying with NYSED’s format definitions. For a program to be offered in the Standard (traditional) format, it must be possible for a student to fully complete the program in the standard format - i.e., in person. Given this, can you please confirm that a student would be able to complete the advanced certificate requirements in a fully traditional format? Furthermore, there needs to be consistency in the proposal documents and NYU's website. We cannot, for example, state that the program is "fully online" if a traditional format is still available. Thank you"
12/04/2023 TW reaches out to Tandon: Dear Tandon, Thank you for confirming the program is only offered in the distance education format. NYU must be operating programs in the manner in which they are registered. Therefore, we cannot keep the standard format attached to this program, since the program was not designed for more than 50% of courses to be completed via distance education. I will notify NYSED that they can move forward with removing the standard format from the Advanced Certificate Applied Urban Science and Informatics. CUSP may allow occasional case by case format flexibility, as you described below, based on students' needs. All the best, Titilayo
12/04/2023 Peter Tran responds to TW: Thank you for the information and clarification. Once confirmed, please let us know.
